We are currently looking for Horizon Scanning Professionals.

ING is implementing step-by-step the Enterprise Risk Management Framework, focusing on the Non-Financial Risk (including Compliance) types first, while full implementation adding the Financial Risk types will follow in the next phase.

Enterprise Risk Management empowers all employees to stay a step ahead in developing sustainable business by continuous improvements of the risk framework to execute effective and efficient risk management.

The Enterprise Risk Management Framework sets out the design principles for the development of effective and sustainable risk management for all business lines, for all ING entities and all subsidiaries.

The detailed design, implementation and future maintenance of the Enterprise Risk Management Framework is managed by the newly established Professional Practice Unit (PPU), for now, part of the NFR domain with a functional reporting line to Compliance.

Professional Practice Unit

The specific role and responsibilities of the PPU are:

  • Owner of the Enterprise Risk Management framework
  • Owner of the bank wide ING Policy house
  • Coordinator of Horizon Scanning Process

The PPU will comprise of three Centres of Expertise:

  • Centre of Expertise Enterprise Risk Management Framework
  • Centre of Expertise 2nd Line of Defence Gatekeeper Function
  • Centre of Expertise Horizon Scanning

Your role will be in the Centre of Expertise 2nd Horizon Scanning.

Centre of Expertise Horizon Scanning

In collaboration with the relevant stakeholders at headquarters and unit level, the Centre of Expertise Horizon Scanning will ensure a systematic examination of information regarding changes in laws, regulations or other relevant events to identify potential impact for ING Frameworks,

Policies and Programs. It coordinates the end-2-end process from regulation and/or requirement until in-control statement.

You are responsible for aligning different screening activities bank-wide and to channel regulations into Policy or Risk COO/ GTO funnel to ensure a central overview.

Who are we looking for?

We are looking for a professional in Horizon Scanning who conducts more complex research on future (regulatory) developments which potentially impact on ING:

 You have the necessary ING seniority and are the person to go to in the field of Horizon Scanning.

 You are able to read and understand financial and non-financial legislation. You can identify and assess the impact on ING.

 You are able to anticipate emerging risks based on knowledge of external and internal trends and developments. You apply risk considerations and implications to new technologies and innovations.

 You can provide advice to stakeholders and prepare decision taking on (policy) choices. level. You have a strong understanding of the internal and external customer and are able to translate solutions to business language and bring a message across consistently.

 You are familiar with state-of-the-art methods and techniques in risk management. You can cope with ING’s complex environment.

 You have a structured mind and are a good communicator. You pro-actively involve stakeholders and are able to challenge and to create buy-in from senior leaders.

What will you do?

 You are responsible for an organised and formal process of gathering, analysing and disseminating value-added information to support decision making.

 You deepen the understanding of the driving (regulatory) forces affecting future development of a policy or strategy area.

 You identify gaps in understanding and bring into focus new areas of research required to understand driving forces better.

 You build consensus amongst a range of stakeholders about the issues and how to tackle them.

 You are capable of mobilising stakeholders to action.

 You work together with subject matters experts in risk management, senior management and stakeholders to plan and execute Enterprise Risk Management.

 You use your risk management skills and business knowledge aligned to business objectives to deliver high quality support.

Your education, experience and background

 HBO or Academic level

 Knowledge of banking industry, processes, procedure and systems; knowledge of (Non) Financial Risk and the frameworks that go with it

 You have at least 5 - 7 years of work experience, preferably in various risk management domains and business

 Learning Agility and innovative mind set

 Excellent collaboration skills and ability to work across functional and geographic lines

 Firm on principles

 Strong analytical skills and sound judgment

 Fluent in English

 Effective stakeholder management, building bridges and able to explain the rationale of the actions required

 Organisational sensitivity

 Decisiveness

 Working and acting in accordance with ING’s Orange Code
