Short Term Assignment Data Ethics Lead (Senior Data Governance Expert)

This is a temporary replacement of our Data Ethics Lead during her maternity leave. The role is within the Chief Data Management Office (CDMO) – Data Office – Data Governance department

STA Period: 1 May 2021 – 31 December 2021

Your work environment:

Data is one of the five building blocks of ING’s “Accelerated Think Forward” strategy. Data Governance is a head office function supporting ING data stakeholders in all countries where we have presence and the ING global support functions. The purpose is to help set up and maintain state of the art data governance at ING enabling best execution of and alignment with ING Bank data strategy and global initiatives.

The Data Governance Expert is important to support effective and globally consistent data governance. The Data Governance Expert is a trusted advisor to Data Offices in the various ING business locations and other key data stakeholders.

You will be in working in a dynamic international environment that is increasingly data driven. Applying the agile way of working, a variety of data governance topics to work on and a broad network of internal stakeholders.

Data Ethics is a key area within Data Governance. It is closely aligned with the Orange Code and provides values and principles supporting ING business units to ensure that where we use data it is done ethically in an honest, prudent and responsible manner. There are Global and Local Data Ethics councils in place supporting the implementation of the framework.

The candidate needs to be enthusiastic and close to the topic. There are key deliverables planned that need to be effectively managed and worked on during the assignment.

Job description:

Data Governance is responsible for activities that support best execution of data management activities at ING. It has a key role in supporting the ING global data management strategy by applying a One Governance approach.

The Data Ethics Specialist will work with others within CDMO and with local Chief Data Officers (CDO). He/ she will design, share and assess key data management artefacts. Driving creation and maintenance of policies and processes is just the starting point. Socialisation of the artefacts, providing training to users and performing QA checks and guiding assessments to identify the maturity level and adherence are even more important.

The Data Ethics Specialist will report into the Expert Lead Data Risk & Regulations (reporting to the Head of Data Governance Policies, Control & Ethics).

Daily activities include working closely with the team members, domain Data Ethics Experts to:

  • Implement effectively the Data Ethics Framework. Be a trusted advisor for Data Ethics;
  • Engage with Chief Data Officers, Global and Local Data Ethics Council members and other stakeholders;
  • Coordinate actions and provide guidance, templates and documents in areas where this necessary or useful;
  • Collect and develop good internal and external practices of Data Ethics implementation and share with the domain/ local including Chief Data Officers, Data Governance Officers and Data Ethics Experts;
  • Identify opportunities to further improve the way Data Ethics framework and related artefacts are trained, communicated, embedded and executed.

Key responsibilities during the STA:

  • Replace the current Data Ethics lead during her maternity leave absence (July-December 2021);
  • Enhance ING departments and domains involvement and execution for data ethics;
  • Guide and implement actions from the leadership council session on Data Ethics strategic direction;
  • Increase visibility within global data management and key stakeholders of data ethics;
  • Preparation of Global Data Ethics council meetings and follow up to actions;
  • Ensuring alignment with the Orange Code Behaviours and the Global Data Management Strategy;
  • Creating awareness of Data Ethics;
  • Maintaining relationships with and providing support to relevant stakeholders including Chief Data Officers, Local Data Governance officers, Data Ethics Experts, ING Analytics colleagues, Customer Intelligence/KYC contacts, Etc.;
  • Where possible contribute to Data Risk Framework activities (a key theme at Data Management at ING).
  • Assess deviations from policies and standards and prepare if/ when required, in collaboration with the CDO, the approval process for the deviation;
  • Set-up and maintain required communities to share effective and common practices of applying data ethics;
  • Timely identification of developments and changes within Data Ethics that require update of artefacts or training;
  • Provide training for staff on a regular basis, promoting awareness of, and compliance with, the policies and standards.

Who are we looking for?

  • You are pragmatic and problem-solving yet have an eye for governance and Data Ethics.
  • You have an affinity for data governance, data ethics, soft controls and are comfortable working in an international context and to liaise or prepare communication with senior management . You  have outstanding social skills and can communicate effectively. Collaboration and facilitation skills are key in this role. You are transparent and flexible and able to act at operational and executive level.
  • You know ING business units and can relate to their challenges related to applying effective Data Ethics.

Experience and Knowledge

Required

  • Proven experience related to data ethics or related areas preferably in an international context;
  • Experienced in writing, implementing and/ or assessing policies and standards.
  • Excellent communication skills and English language skills both spoken and in word are required.  

Desired

  • Knowledge of Policy formation;
  • Knowledge of data management.

He/she must be skilled in communicating complex ideas and solutions, at all levels of the organization and must be open to ideas from others
