An unique role: IT portfolio management combined with business development

IT portfolio management (80%)

Main goal is to primarily support and coordinate activities with the country CIOs across many topics working together with a small multi-disciplinary team.

You will be a driving force accelerate digital business, by getting the tech foundation in place and further drive efficiency.

You are expected to bring (IT) portfolio to the next maturity level: more automation of reporting, streamline governance and communication, further professionalize decision-making and priority setting.

Significant effort is needed to consistently communicate, plan, monitor and evaluate performance in all Retail geographies.

Occasionally you are requested to lead a project to prepare strategic decision making or implement strategic projects.  The focus of the role however is on functional steering.

The IT Change & Portfolio Consultant is the linking pin between Head Office and the countries to ensure all change targets, scope and conditions within IT are translated to the countries roadmaps, reported out to all stakeholders and pro-actively resolve bottlenecks.  By doing so, we are able to deliver on our strategic goals. The consultant will work closely with the Retail Change team, Global Transformation Office and the Tech organization to manage all the change within -and with the Retail countries together. The IT Change & Portfolio Consultant has impact on the fundamental transformation ING is facing by strategic portfolio management and benefit Management: owning and managing the global transformation method. Focus is on providing insight, giving guidance and preparation of decision taking by senior management to create alignment between ING group (tech) strategy and (squad) value delivery.

All the change initiatives come together in the Retail Management Team meetings as well as Quarterly Business Review (QBR). The IT Change & Portfolio Consultant is responsible for the Retail Tech part and manages the process, delivers content and follows up on output.

Business development (20%)

The IT Change & Portfolio Consultant coordinates new business initiatives from the beginning. When an idea is launched, the consultant will represent the Tech domain and will manage the communication lines with Architecture, Delivery and Risk.

Local countries and Head Office business units come up with new ideas on a regular basis. The IT Change & Portfolio Consultant represents the whole Tech domain until this idea is formed into an actual program which then will be handed over to the Delivery teams. This includes the work of writing business cases, support in due diligence processes, but also setting up the first organizational structure.

ING Neo is the innovation domain of ING and the IT Change & Portfolio Consultant is the linking pin and first contact for ING Neo for Retail-related initiatives. The consultant manages these stakeholders and tracks all their initiatives.

In some cases, he will also manage emerging partnerships with bigger Tech suppliers like Microsoft on behalf of both the CIOs when there is a new business development purpose.

The organization: Retail Tech

All the IT Delivery is managed within Retail Tech. This consists of two CIOs; one CIO Retail and one CIO Business Banking & Retail Channels.

The CIO Retail manages the retail countries CIO’s functionally and focuses on bringing these countries closer to our ING goal of one global platform. Next to that he manages the products of Savings, Investments, Retail Lending and Insurance.

The CIO Business Banking & Retail Channels is responsible for all the business banking within the retail countries and the retail channels. Retail channels entail the assisted channels, daily banking and the new Customer Engagement Platform.  

Both CIOs are supported by Chief Architects, IT Risk and Security team and the CIO Office.

This role is positioned within the CIO office.

About you:

Strategy will only succeed when execution succeeds. We are looking for someone who understands change within an IT company that holds a banking license. Soft skills, organisational –and cultural sensitivity, influencing, combined with the right attitude are key. You have an IT background and ideally have been working within financial services. You understand IT and you understand the business.

  • You have a Master’s degree, computer science would be great.
  • Experience in (IT) portfolio management with proven business impact.
  • You have seen the business and IT, able to speak both languages. You understand Tech and know how to move in the world of architecture, IT delivery and channel development. Technical innovation is something you like to follow.
  • You have strong analytical skills and get energy of translating complexity into a clear vision and structure, always looking for ways to improve the status quo.
  • Focused on details, getting to the bottom of complexity and simplify issues to be communicated in a clear and concise way.
  • You have strong influencing skills, structured and a result-driven/ persistent can-do mentality.
  • Can get up to speed incredibly fast in new environments and new topics.
  • You operate independently while being a team player, have a helicopter view.
  • You are easy to work with and have a drive to work in a bank-wide, international environment.
  • You have experience and affinity with consultancy and change Management in large organisations and a broad understanding of consultancy methodologies.
  • You have affinity and knowledge of (financial) data, bank processes and technology.
  • You have a personality and the capabilities to optimally function within an Agile environment.
  • You are hands-on, there is no-one to do the work for you.
  • Possess excellent communication skills. Able to get a message across at all levels in the organisation. An excellent written and spoken knowledge of English. Dutch is highly valued.

The offer

  • Retail Tech is a challenging work environment with extensive, innovative developments. This job comes with a travel component if we are allowed to do so, but would depend on where and when you are needed.
  • Scale: 13 (depending on experience)
  • Excellent salary package, full time position (40 hours).
  • Staff who wants to grow along with us will be given plenty of opportunities for their own initiatives and development.
  • You must be eligible to work in the EU (no sponsorships). A reference check and assessment will be part of the procedure for the ones making it to the final round.
