ING is looking for an IT Chapter Lead for the Global HR DevOps chapter within the HR IT area (as part of Tech/Group Services). We are looking for an IT Chapter Lead who will maintain, build and improve the HR IT landscape for Global HR and local HR Netherlands. You will lead a chapter of 23 Dev and Ops engineers, divided into 6 DevOps teams, and together with them you are responsible for finding ways to maintain several HR IT solutions and continuously improve the way you and your engineers do their work while ensuring a safe and compliant bank. Our IT Chapter Leads have a positive can-do mentality and they live the Orange Code Behavior. Besides a passion for IT, Chapter Leads have strong people management skills.

Job description
The IT Chapter Lead’s role is twofold. First and foremost you perform hands-on activities in the team, contributing to the HR IT area purpose for 60% of your time. Second, you are the Agile Manager (hierarchical manager) of an IT Chapter, a group of professionals in the same area of expertise.

The hands-on related activities are a mixture of substantive work with the DevOps teams in the chapter, but mainly working with the IT Area Lead in the field of tactical IT Custodianship and Service management.

As an Agile Manager, the IT Chapter Lead plans/coaches/assesses (PCB) and professionalizes the members of the chapter, securing that the team has appropriate competencies and skills. You stimulate and coach your chapter members towards continuous improvement of their skills/expertise, to take responsibility for their own development and employability. You propagates a culture that fits with an agile way of working and are the role model of the associated behavior. You ensure that Tribes/Squads are qualitatively properly staffed.

Key tasks:

  • Stimulates the ‘new’ culture, acts as an agile role model; coaches individual IT Chapter members on agile mindset and behavior, on expertise related skills and knowledge sharing; challenges IT Chapter members in their way of working and their continuous improvements

  • Realizes and maintains the IT maturity, strengthens the organization by continuously improving the IT Chapter’s way of working and standards

  • Organizational Development and Employee planning, identifies and stimulates the processing of organizational improvement opportunities, performs the Planning, Coaching, Appraisal) cycle, discusses IT Chapter progress in skills development and future demand with the IT Area Lead; performs long term employability planning; performs all other people management tasks; propagates IT vision and strategy to IT Chapter members in order to align goals.

  • Knowledge sharing, ensures the application of expertise specific standards (DoD); shares relevant insights and developments in his/her own expertise with his/her and other IT Chapter members.

  • Miscellaneous: follows market developments in his/her area of expertise, aligns with other (IT) Chapter Leads; service (Level) management; operational IT Custodianship; Supporting IT Area Lead.

Your profile
As an IT Chapter Lead you are a senior engineer and you are recognized by colleagues as a go-to person for your area of expertise. Along with the IT Area Lead and your fellow IT Chapter Leads you set the standards for software development in your area of expertise. You not only have a strong drive to constantly keep your own expertise up to date, but also want to make an active contribution to the development of the people in your chapter and your field of expertise.

As an IT Chapter Lead, you are also a “do-er”. For 60% of your time, you work as a senior engineer, supporting your IT Area Lead on IT Custodianship and Service management, and working (functionally) in close cooperation with HR business Asset Owners and Product Owners.

You have:

  • Strong people management skills

  • An operations heart to keep the IT Area’s systems compliant, reliable and run smoothly

  • You embrace change and you can operate effective in an environment with different stakeholders

  • Great analytical skills and conceptual / architectural understanding, ability to learn new technical concepts fast

  • Ability to constantly balance the pressure of (IT Risk) targets of the teams you oversee and the quality of software they deliver

  • Experience in Agile / Scrum / DevOps methodologies

  • Experience as a Service (Level) Manager

  • Experience with the activities that come with IT Custodianship

  • Last but not least, hard-working, down-to-earth mentality. When a feature is broken with HR business impact, you and your team will fix it

Skills required
Education at Bachelor/Master level with an organizational and IT background.

Relevant IT experience: 5+ years.
Understanding of the HR domain / HR IT Assets, and experience with IT SaaS.
Proven experience as Agile manager and/or Service manager.

Relevant domain (HR) experience: 3+ years.
Understanding of the HR domain / HR processes and the use and exchange of HR data.
Proven experience with IT Risk and GDPR related topics.
