The Asset & Liability Management (ALM) department is looking for an IT Team Lead (IT Chapter Lead) to lead a team of approximately 7 OPS engineers and indirectly 3 OPS engineers abroad. The IT Chapter Lead will get a leading role in the infra- and security related decisions for all ALM-related applications. The IT Chapter Lead needs to be ‘hands on’, a natural coordinator, and must collaborate easily with stakeholders in and outside the ALM tribe, such as ING infra and a vendor.

As an IT Chapter Lead you are a senior engineer and you are seen by colleagues as a go-to person. Along with the IT Area Lead and your fellow IT Chapter Leads you set the standards for technical maintenance, life cycle management upgrades and security. You have not only a strong drive to constantly keep your own expertise up to speed, but also make an active contribution to the development of the expertise of the people in your chapter.
As an IT Chapter Lead, you are also a “doer”. To a large amount of your time, you work as a senior engineer in a team (called squad) - just like the other OPS engineers in your chapter. You use your seniority to maximize the performance of your team members. You will be the differentiating factor to ensure continuity while moving ALM to ING technology standards, push innovation, continuous improvement, and raising awareness for compliancy with security standards. By doing so, you and your team deliver an IT platform which is stable, standardized, consistent and secure.
You like to transfer your expertise to the OPS engineers in the chapter; you feel satisfaction from coaching colleagues who are less senior, professionally but also in a personal way. You are ambitious in what you and your Chapter want to achieve. You encourage your engineers to continuously improve their skills. You pro-actively align with your stakeholders, you speak up and challenge the status quo.
Your work environment
The ING ALM department is responsible to make forecast reports on ING’s balance sheet. Stakeholders are Financial Risk, Finance, Treasury, local ING MRM teams, and the ECB. Everybody in our department has the same goal: we want all ING offices worldwide to use our ‘One ALM Standard’.
Our IT stack consists of the following components: A self-built Data Staging Area based on MS SQL Server, C#, and MVC, which extracts, transfers, and loads monthly financial contract data A vendor-bought application to simulate risk scenarios and to calculate impact on ING’s balance sheet A self-built datawarehouse (ARA) based on MS SQL Server, SSIS and PowerBI, which provides dynamic reports to our stakeholders.
Job description
Responsible to keep the ALM platform stable, standardized, consistent and secure
Responsible to optimize infra costs and keep them in control
Responsible to develop the chapter. Increase the craftmanship of the individual OPS engineers and the chapter as a whole
Perform as a senior engineer in the team, including coaching people on the job, reviewing other people’s work, and potentially be assigned to a particular or multiple squad(s) and work on solving on features/stories of the tribe/squad backlog
Clear understanding of the target ALM solution architecture, i.e. develop and align a clear view on version/lifecycle management, explore feasibility of running components in Azure or other public clouds as alternative for the ING-inhouse cloud
HR tasks: develop new job descriptions, recruit new engineers, coach, conduct appraisals, steer people where needed.
Safeguard a safe environment where teamwork is valued and where all people are encouraged to apply their talents to the max
Take the lead and encourage delivery on strategical programs, make our environments secure, and work towards meeting KPIs
Support IBSS Poland in staffing and coaching the Polish engineers
Reach out to and encourage alignment by the OPS engineers with other departments such as ING Infra, Financial Risk, Treasury, COORF departments and Tech Group Services.
Your profile and competences
Experienced IT lead with 3+ years experience in IT project management or IT management
Master and Bachelor degree in computer sciences or other engineering area
Highly appreciated team player who collaborates easily with business stakeholders, open and customer-focused mind-set
Fundamental understanding of IT Architecture and IT layers and components which function together as an IT stack. Experienced with lifecycle management, tech support, implementing and evidencing IT security, and preferably with a public cloud IaaS/PaaS/SaaS
A customer focused and ‘operations’ heart to develop our ALM Platform into a stack of simple but robust components, and to keep the ALM systems compliant, reliable and run smoothly
Experienced organiser
Passion for IT security, evidenced by CISSP, CRISP, CRISC, CISM, CISA or other certification
You create a culture where employees take responsibility, help each other to be successful and remain a step ahead. Understand the ING organisation, and capable to quickly connect with and if needed to escalate to teams in ING Infra, Financial Risk, Treasury, DBNL, IRM/ORM, Group Services or other ALM stakeholders
Quick learner
Fluent in English and Dutch
Experience in multiple of the following areas:
User access, LDAP/Active Directory, data protection, testing, change/incident/version/deployment processes, security monitoring, backup & restore, disaster recovery
Microsoft OS, MS SQL Server, SSIS or other ETL tools, C# .Net, Python, Web APIs, PowerShell or other scripting languages
Processing financial data in financial services, related to market risk or interest rate risk & liquidity risk management
An Agile/Scrum way of working.
